GOED Submits Comments re: Draft National Fish Oil Standard in China
GOED has submitted comments to the Chinese government regarding the Draft National Standard for Health Food Raw Material Fish Oil, to address the proposed ban of concentrates higher than 70 g/100g. In the letter GOED recommended not adopting an upper concentration limit, citing the Codex Standard for Fish Oils, which includes no concentration upper limit, as well as reports from the US Food and Drug Administration (FDA), European Food Safety Authority (EFSA) and the Norwegian Scientific Committee for Food Safety (VKM) regarding an absence of adverse effects at observed intake levels up to 6.9 grams/day of EPA+DHA. GOED’s comments were translated into Chinese by our partner, China Chamber of Commerce for Import & Export of Medicines & Health Products (CCCMHPIE), and subsequently submitted on our behalf. Members were first informed about the Draft National Standard for Health Food Raw Material Fish Oil in the 31 March 2025 GOED Current.

Highlights
Update on Peruvian Anchovy Fishing Season
GOED was at the IFFO annual meeting last week and gathered some intelligence about the current Peruvian anchovy fishing season, which we’d like to share with members. As of last week, about 40% of the 3 million metric ton quota has been caught. The EPA/DHA content of the anchovy has been consistently around 30%, but the current ratio is more balanced at 15:15 rather than 18:12. Only about 5% of the oils processed so far have been “high EPA” (18% and up). The fishing season —the first of two that takes place in Peru each year — started on April 22 and is expected to wrap up in mid-June, with 95% of the quota predicted to be caught. Our members tell us this should mean that there will be 80,000-90,000 metric tons of fish oil produced. In addition, the expectation is that the second season in Q4 of this year will be normal.

The US Food and Drug Administration (FDA) and the Department of Health and Human Services (HHS) have announced the next steps in “Operation Stork Speed,” a program intended to enhance the “quality, safety and nutritional adequacy” of infant formula products. Specifically, the FDA issued a Request for Information (RFI) to begin the required nutrient review process for infant formula, intended for healthy full-term infants. The RFI includes six “Issues for Consideration and Request for Information,” including one of relevance to the omega-3 industry, which reads, “What other nutrients (e.g., docosahexaenoic acid and arachidonic acid) or specifications for nutrients (e.g., ratio of linoleic acid to alpha-linolenic acid), if any, should we consider adding to 21 CFR 107.100? Please explain your rationale.” Currently, the United States does not require the addition of DHA to infant formula. Given that there is no dietary reference intake (DRI) for DHA for any life stage, GOED is surprised to see DHA specifically mentioned as an example for information being requested. GOED plans to submit comments by the 11 September 2025 deadline.
