Vote to be Held on MOH Maximum Limits
Last week, GOED attended a meeting on mineral oil hydrocarbons (MOH) organized by the German Society for the Science of Fats (DGF)and learned that the European Commission’s Standing Committee on Plants, Animals, Food and Feed (SCoPAFF) will vote on the proposed maximum limits for MOH during itsNovember 19 meeting. The proposal can be found in theJune 23, 2025 edition of The GOED Currentand aJune 12 Breaking News Alert. As far as we know, this vote will be decisive, and if approved, no further ratification is needed for the proposed MLs to take effect. GOED will keep members informed as soon as we learn more.
EFSA Launches Public Consultation on Safety of DHA
The European Food Safety Authority (EFSA) Panel on Nutrition, Novel Foods and Food Allergens (NDA) has launched a public consultation on a Draft Scientific Opinion on the Safety of Supplemental Docosahexaenoic Acid (DHA), on which GOED reported in the March 10, 2025 edition of The GOED Current. GOED was aware that EFSA was updating its review on the safety of supplemental DHA, but we did not anticipate an open consultation or seeing anything posted until closer to the June 2026 deadline.
In general, EFSA's conclusions have not changed since 2012.
The available data are not sufficient to establish a tolerable upper intake level (UL) for supplemental DHA alone for any population group.
Supplemental intakes of DHA alone up to 1 g/day do not raise safety concerns for the general population; therefore, the previously established safe level of intake of 1 g/day for all population groups (i.e., infants, children, adolescents and adults, including pregnant and lactating women) has been retained.
“The safe level of intake applies to DHA added to foods or consumed as food supplements in any chemical form (e.g. triacylglycerols, ethyl esters, phospholipids) from sources (e.g. fish oil concentrates, algal oils, krill oils) containing DHA alone or mostly DHA (i.e. EPA/DHA ratio < 0.3).”
Note that the original terms of reference specific to "DHA alone" were extended to include "mostly DHA (i.e. EPA/DHA ratio < 0.3)." When GOED reached out to EFSA for clarification on "DHA alone," we never received a response.
GOED had already been in the process of conducting its own literature search to provide EFSA with all relevant publications for consideration, and we will now shift our focus to providing comments by the November 14, 2025 commenting deadline. Since the Panel decided to select "risk of spontaneous bleeding" as the critical effect on which to base the UL/safe level of intake for supplemental DHA alone, GOED will investigate specifically if there are any relevant studies related to bleeding for "DHA alone or mostly DHA (i.e. EPA/DHA ratio <0.3)" that would permit EFSA to increase the safe level of intake above 1 g/day.

California Proposes Bill to Test Heavy Metals in Prenatal Vitamins
A proposed billin the US state of California would require prenatal multivitamin manufacturers to test a representative sample from each lot for heavy metals (i.e., arsenic, cadmium, lead and mercury) and include heavy metal testing results on the product packaging and online. The law would go into effect on January 1, 2027.
New Certificate of Admissibility Form Approved for US Fishery Imports
The US National Marine Fisheries Service (NMFS) received approval from the Office of Management and Budget (OMB) for the renewal of the Certification of Admissibility (COA) form, which will expire on July 31, 2028. Effective November 3, 2025, all imports subject to a COA should be accompanied by the updated form.

Contract manufacturer and GOED member Sirio's facility in Ma’anshan, China, has been granted a Certificate of Good Manufacturing Practice (GMP) Compliance by Australia's Therapeutic Goods Administration (TGA). The approval will enable SIRIO’s expansion into the Australian market.
The first Chinese-built krill trawler, designed for a daily fishing capacity of 1,000 tons, was launched last month. The vessel, owned by Eurasia Fishery Co., is scheduled to begin fishing in early 2026. Read on »
